I’m always trying to improve pokestop photos. I’ve noticed a trend, I can get pokestop photos to change but the gyms photos have remained the same. It remains the same even though my photo has more likes than the rest. I was wondering if it will be the same blah picture forever or if my (or any other) photo will ever be changed to the main photo.
If the Wayspots are old enough, they may have been created while Ingress was the database for Niantic’s games. When Niantic moved to the Lightship database, some Ingress votes became trapped on the photos, even though you can’t see them in Pokemon Go. Ingress has nothing to do with Wayfarer now, but you may still have to get more votes on the new photo than it looks like you should need from the count in PoGo.
If the old photo is bad enough, it is possible to ask help chat to remove it. But if you follow this route, be aware that they will make the action that they feel is best for the Wayspot. They could accept your request to remove the bad photo, reject the request, or decide that the Wayspot should be removed entirely.
Thank you for the info friend! I’m not putting any more energy into it, hopefully one day they change because the pictures are just awful. I bet most people wouldn’t care but I like sending pretty postcards to my friends and the photographer in me cannot let these horrible pictures be what represents.

Your friends can vote on a better photo when you send them the gift.
Clicking on the postcard allows it to open up so you can vote.
I have found the help chat route very swift and easy to remove poor quality photos if there are better ones in place.
IMO: The votes should expire after a certain length of time.
When Gyms where decided by how many votes some people would upload a number of photos and get there mates to vote them all. 10 photos x 10 votes each = likely to become a Gym.
A vote 5 years ago for the “Best” photo means nothing know. Phone Cameras have improved massively, new photos are more up to date so even if old votes where correct at the time it is not the case now.
Someone “vote stuffs” a photo 10 years ago with 10 votes. Someone takes a better photo 5 years ago and manages to get 15 votes. New photo today you would have to mount a campaign and get 20. When the Great, Great, Great, Great, Great grandkids are still playing the game they will need about 4.2million votes 
I’m not trying to remove the old photos, as I find it entertaining to see how the place had evolved over the years or the quality of the photos. I’ve managed to get half the park by me updated but only the gyms remain unchanged, even though the photos I submitted are liked more than the others. It’s ok, either way I love updating photos and I love that friends and other players can be a part of the process. Just too bad those gyms are stuck in another realm.
If you share the coordinates, somone could take a look on ingress and see how many more votes you might need. If it’s just a few like @elijustrying said send a few gifts to friends and ask then to upvote your new one.

What’s interesting is, my photos have more likes than that and have moved to position one in the line up. Only thing that hasn’t changed is the display picture. I guess what was mentioned before might be accurate, that they are just stuck like that, lost in a different realm lol.
You have to add them together. So it’s what’s in PoGo and what was in ingress added up
