Despite my Suggestion was accepted from Niantic and the community my Stop isn’t introduced in the game. That’s unfair, it would mean a new stop and a new arena in this big cell!
Your topic title mentions cells so I assume that you know how Pokemon Go uses S2 cells. How are you checking that the cell is empty? How long ago was this accepted? All wayspots will show like this screenshot until the next daily sync, which should be in about 1and a half to 2 hours from now, if they were accepted by the cutoff time for that day.
(I reread this and am not sure that I made it clear that seeing this “Used in other games” screen does not mean that it will not be added to Pokemon Go, just that it hasn’t yet. If a few days go by, then you can assume that there is an issue.)

I am not familar with that map. How long has it been since it was approved?
The stop got approved yesterday arround 6:30 p.m.. Normaly the stops show up the same day in the evening at around 8:30 p.m.
It sounds to me like you just missed the cutoff for sync time. check again in about an hour and a half and let us know if it is there.
We can troubleshoot other issues if it does not show up at today’s sync.

Waiting was the key to success 
If the other stop don’t show up which I meantion I would concider writing again here.
