For some reason it won’t let me make waypoints because I don’t have a google account link although I do have my google account linked

Suggest you open PoGo and go to settings. Then choose uploads. Then enable PokeStop Scan.
From the pics you posted you should be good to go.
If the above doesn’t work try rebooting your device and trying again.

Log into the game with the Google account, linking isnt sufficient.

Looks like you might not shared the email connected to your log in method with us. You can either do that or use the Google log in method to log in.
