How do I go about making a poke stop? For some reason I can’t get it to work for me.

I am not sure what the issue is from your statement. Are you at least level 37? Have you gone through Settings, to Uploads? There should be a button there to take you to the Wayfarer site to look at some onboarding information. After that, restart your game and you should be able to make contributions.
Does that help? If not, can you show a screenshot of what isn’t working?
I’m currently lvl 39. The issue is every time I click on the wayfarer link and I’m sent here, but there is still no option for creating the pkstop.
Where you’re actually being directed to is the Wayfarer Website. When you login there for the first time, you should get a little bit of onboarding to teach you the basics. Once you’ve looked at that, close Pokémon Go and reopen it, and then the button to create a new wayspot should be available to use instead of redirecting you to Wayfarer.
