I have submitted a few Wayspot nominations through the upload feature on Pokemon Go. One of the stops that I have submitted has been accepted but has not made it into the game, it has been over two months now. On the nomination map this stop if viewable with the note ‘Wayspot used in other Niantic game’ and there are several other stops with the same description in the surrounding area none of which are visible in PoGo.
I have read a bit about the S2 cells here and on Pogo Hub. It may be the case that there are more than one cell nomination within the S2 Lvl 17 cell for the area that I am describing, however, there are no wayspots actually shown in the pokemon go game interface. The area that I am referencing is listed below and the nomination name in question is ‘Hassinger Memorial 1900’

I have used language that is non descript to the pogo game and have done my best to adhere the nominations to the guideline criteria. None of the stops that I have nominated have made it into the game and I am hesitant to continue to try. Could someone with access to external resources check to see what I may be doing wrong.
Hi, you have done nothing wrong as the correct location needs to be chosen.
Your Wayspot nomination is ineligible for Pokestop or Gym because the cell is occupied by Makiki Cemetery. It may become a Powerspot at the next cycle next month instead.
Thank you for the quick reply! The Makiki cemetery wayspot that appears to be occupying the same cell in your image does not appear in the PoGo game, so what I gather is that not all wayspots that qualify for the max cell count appear in the game but they have been approved at some point or another? I have a few additional questions !
Could you share the website / app that you’re using to view the cell map overlay?
Is there a way to adjust the location of previously submitted wayspots, i.e. could I shift the spot that I nominated N/E to qualify it for PoGo?
There are areas in the game with a far denser collection of wayspots than what the Lvl 17 cell allows, how is that possible?

3.This is mostly because of either sponsored Wayspots that defy any inclusion rules, or abuse of Wayfarer to create these dense areas. You can not create one that dense.
If no Wayspots at the cemetery appear, then that would mean that it has been blocked from the game by the owner or operator of the cemetery. In that case, only they decide whether Stops are allowed to show up in games or not.
