I find one pokestop which is blocking another great nomination and his actual locations is little bit wrong ,any chance we can move it to correct locations? And add another pokestop?

Location edits can only be suggested if they make the location more accurate. They should not be suggested if they are incorrect and only done to free up the cell for another Pokéstop.
In this case the wayspot is located in the wrong place currently, but your suggested edit appears to move it into another incorrect location, which would be considered an abusive edit, especially considering you are only trying to do it to free up the cell. The correct location for this wayspot should be 41.309929,19.448226 instead. This is right on the cell border so I can’t tell if it would be in the same cell or the one next to it, but it would make the wayspot correct, which is the intended use of location edits.
Indeed, if you move it, please be very accurate. I agree that this is certainly incorrect at this moment, so it should move to the correct location (and not another incorrect location). However it will never result in showing in Ingress, as Ingress and Wayfarer have separated.
I find the easiest way to submit these location corrections is through Help Chat at https://wayfarer.nianticlabs.com/new/help A text box will pop up where you can make the request. You can suggest new coordinates, but they may choose a different placement, even if they do move it. They could also decide that the Wayspot should not exist, and remove it. Since this can be seen on Street View, I would be surprised if they removed it. If it did not show on Street View, I would recommend sending them location tagged photos of the correct position, but that should not be necessary here. As noted, they will not make location edits for cell reasons.

You are placing outside the tower where the Anchor is outside the building to the right which happens to be right on the cell line…
Trying to place it away from the correct location can be seen as abuse and you are risking a warning / suspension on both wayfarer and game accounts.
In regards to Cells, Niantic have never stated them. Do not mention them if you do report it. Just state that it is for safety reasons due to the current position being in the road.

Below is my personal experience
The map does show this waypoint moved to the correct location and it does seem that it is just to the left of the cell line so you should get another stop when Pokemon Go syncs.
