This rainwater valve is the only manhole cover installed only in Fujimino City Hall.
As shown in the following photo taken at the site, it is permanently installed at a safe place on the sidewalk and no notice has been given that it will be removed.
Unlike fire hydrants, stormwater valves are manholes used to channel stormwater to prevent flooding of streets and land, and do not interfere with emergency activities.
It is considered manhole art suitable for exploration, not in violation of any removal standards

This manhole was installed to commemorate the 100th anniversary of Kawagoe City’s municipal organization in 2022.
Like the first manhole, this one is also installed at a safe location on the sidewalk.
However, this manhole was installed at 8 locations in the city, as shown in the following PDF file published by Kawagoe City.
I would like to ask Niantic to make a decision, as I cannot determine whether or not they are mass-produced products, although they are installed in a limited number of locations, 8 in all.
