Wayspots are allowed on military bases so long as they’re in a non-sensitive area that base personnel and visitors are able to safely able to access on foot. If this is a chapel, then I assume everyone on the base can indeed access it safely, so it may in fact be eligible to remain in the database.
I can appreciate this may not be immediately apparent when looking at the rejection criteria page, but whilst reviewing there is a tool tip for the “is this wayspot appropriate?” question, which does clarify that wayspots on military bases can be permissible:

Thanks for the appeal, @zlzl We took another look at the Wayspot in question and decided that it does not meet our criteria for removal at this time.
