And this somehow warrants Niantic reviewing the appeal as a generic business?

Niantic staff has confirmed that “Generic business” is not exactly what the appeals team is trying to say when it shows up as a rejection reason. If I can find an example of that, I will edit in the link.

What is going on with niantic reviewers?

The rejection reasons shown are do not correspond correctly to the reasons selected internally. We are aware of it and our team is looking actively into this issue. Having said that, I have reversed the decision on this nomination as a goodwill gesture.
