The location is correct, but this is just graffiti and strictly not eligible. It is almost certain that someone reported it for removal and Niantic agreed with that.
Removals can be made for things which don’t exist, are not accessible or are clearly against criteria.
As @salixsorbus says, this appears to just be a graffiti tag, which is a form of vandalism and not eligible. It likely shouldn’t have been accepted in the first place. You can read more about this here:
