So why do some business get accepted ? But if I put a small business it’s rejected ?

I suggest you post the business you were trying to submit in Nomination Support and ask for advice. Some businesses do meet criteria and some don’t. It is hard to generalize, but keep this in mind from Niantic Wayfarer

Must meet at least one of the three eligibility criteria

• A great place for exploration
• A great place for exercise
• A great place to be social with others
