“Wayfarer criteria” is the rejection reason when the ML (machine learning ai) model decided the nomination. The rejection will have come 20-24 hours after you made the nomination, and the email will say “our team” decided rather than the community.
I looked at the coordinates you gave, and this appears to be on SFPRP (single family private residential property) even if this is on the outer side of the fence. By the road, I see no safe place as required by Niantic for people to stand to access this. Please see this clarification about Little Free Libraries:
At its current location, I don’t think there is any point to trying to address the text you have been using, since it looks to me like the location is not eligible. I would recommend that you contact an authority to see about getting permission to set this up in a public space if you want to try to have it become a game location. If you are moving it somewhere specifically to have it show up in Pokemon Go, you will need to understand S2 cell rules:

After reading everything I had to say, if you still want to pursue this nomination, you can appeal the rejection to Niantic, and it will be evaluated by humans. You can provide them proof that this should not be subject to the SFPRP and pedestrian access issues. We can discuss the text of your nomination if you want to pursue that path, and make sure it does not say anything disqualifying. You get 2 appeals, each on a 20 day timer, so if you do not currently have one, it will come back when the time is up.
