There’s a bakery near me that I’d like to nominate for Pokéstop status, eventually getting it to become a gym.
Thing is, it’s already a currently active Power Spot. Can I request it’s made into a Pokéstop or do I nominate it as normal?
It can not be requested to change the ingame status of a Wayspot just because.
If it is only an imported powerspot and is eligible, you can submit it.
You can tell if it’s imported by looking at the official wayfarer map by looking if it’s labeled as community contributed: Niantic Wayfarer

Do want to add that if the nomination of the bakery gets accpted and goes live as a pokestop that the powerspot that is appearing there now, will no longer appear in the future.
