How does a wayfarer become pokestop or powerspot?

So ik that if there is already a pokestop in a s2 cell, then any other wayfarer will absolutely become a powerspot only. But I have seen in my area that some cell’s submission become a powerspot when there is no pokestop in that area.
Why? And how does this work actually?

Some Power Spots are imports, and some are unused Wayspots that users submitted and got approved. If you see a Wayspot without a photo and description and marked by an exclamation point on the nomination map, this is most likely an import. These imports currently aren’t used for stops/gyms, as not all meet Wayfarer criteria, but it you do happen to find one that does, you are welcome to nominate it, as it shouldn’t show as a duplicate.

Also, there’s no guarantee that an unused Wayspot will be used as a Power Spot. The community has observed that there needs to be a distance of 22m from an active stop/gym for an unused Wayspot to be considered for being a Power Spot. Only 2 Power Spots are active at any time in the larger L14 S2 cells as well.

Is the nomination map that which you get when you click to submit a pokestop and it ask you to select a location?
If it is the same then I have never seen a point wifh an exclamation mark. And there are still areas which have powerspots instead of pokestops.

The nomination map screen only works to show all wayspots when you are right at the location. It does not work remotely.

Ohk got it. But as @DTrain2002 said, all of them at my location are as powerstops and none of them is empty.

When you tap on the ! does the Powerspot have a photo or just a placeholder picture?

Imported Powerspots - the ones that cannot be Pokestops or gyms - originally looked like this when added to the map:

Since trainers can edit Powerspots, a photo and a description could be added to the imports, so you can’t always go by that, but if they have that placeholder picture and no description still, you know it was never eligible to be used as anything except a Powerspot.

Then they are most likely imported powerspots.

These imported powerspots show up as orange !. Most of them don’t meet the wayfarer criteria and are only being used as powerspots.

As @cyndiepooh mentioned do these powerspots have no description and placeholder photo’s? Then they are imports, which will not be used as pokestops or gyms even if they are in a empty cell.
