Well, ML, the AI system, does look at all nominations and edits first. If a decision isn’t made, then the submission moves on to the community queue or Niantic review, typically within 24 hours.
Keep in mind that ML isn’t approving new nominations right now, just rejecting them. It is approving and rejecting edits. This is a known issue that has persisted since the end of November.
