It doesn’t matter if you know about cells and use that to choose the wayspot location when there is a legitimate choice. When an object such as a playground spans two cells, you can choose which one to submit it in.
When an object does not span two cells and you choose to submit it somewhere else in an empty cell, whether by 1m or 20m, that’s abuse.
you sure? to me it seems the playground extends behind that car, all the way to under that tree, which thanks to the other guy’s screenshot, seems to be out of the cell
Based on all available streetview images, the playground does not extend under the tree on the right hand side of your circle in the first image above. The swingset is the right-hand edge of the playground in that image.
If you have photographic evidence that the playground does extend under the willow (?) tree, then you can use the web submission facility to include up to 5 supporting images.
so you consider the grass around the playground that leads up to the sidewalk not part of the playground? that the willow tree itself would be a TERRIBLE place for the pokestop when you see this image of the place

The real-world location of a Wayspot is extremely important. We want players to easily see and experience the Wayspot when they visit the point where it’s marked on the map.
Don’t place the pin at a location that doesn’t naturally represent what is being nominated
Abusive locationLocations that are intentionally and strategically placed to provide advantage to a single player or collective group. Or location edits that attempt to move the Wayspot away from the object with which it’s associated (for example, moving the Wayspot to a different city/country or moving it to a more convenient location).

The rejection mention face OR body parts. So i think its rejected because it see people there. I understand reviewer tend to be strict on this. Just resubmit imho. I cant see the other picture clearly but it might be because reflection.
The onus is on submitter to provide enough evidence to convince reviewer. I cant comment because i dont know that store. If you feel unsatisfied with review result, you can appeal or resubmit with better evidence.
Anyway just word is not enough, you usually need google rating/web link or other party review to validate your claim. A lot people exaggerate things to get their submission approved so reviewer cant take your words for granted.
