I’m not Aaron, but you should always be placing the pin in the correct location. Sometimes this can be difficult, such as when there’s tree cover on satellite view, or if satellite view is simply out of date, but if the object is out in the open and you can clearly see it on satellite view, then you don’t really have any excuse for not placing the pin directly on the object it represents.
If there’s reason to believe the misplacement was done with the deliberate intent of making the wayspot appear in a specific game when it wouldn’t be able to do so if it was placed correctly, then that’s likely to get flagged as abuse.

The point is, messages from support chat are not so clear and, even if demonstrating through geotagged pictures and videos, it seems they do not take into real consideration attempts at redemption and explanation.
Talking about the same things in public is not always possible, so I kindly asked for clarification and help in DM @NianticAaron

Nominating wayspot away from original location is considered abuse. Personally i got my warning because of this once. Doesnt matter its 2 meter or 20meter. Its almost like saying its ok to steal if its small money.

And please note GPS sometimes can go wrong and satellite view may allow some small misunderstanding.

The final step of submitting a nomination is to confirm that all the information provided is accurate, that includes the pinned location on the map even if satellite drifted in the original pin selection.

In addition to this, if you do submit something and it accidentally has the wrong location, you can withdraw it if you notice before it goes into voting.

As you said the nominations in the vote cannot be canceled and sometimes this happens before coming home in the evening:-)
