Less than a week ago I created a new pokestop. It was the the 6th one in the cell. The pokestop that became the 2nd gym was the pokestop with the most likes.

Unless I have been really lucky, or that is a very new implementation, I don’t think that is the case. All the gyms I haven seen created this year (that were at least the second gym) have always been the pokestop with most combination of photos+thumbs up.

I don’t think that digging deeper in how a possible rule behind the scene may work is from high value. If you really think you have found it out than using it to manipulate the game board is abuse and leads to sanctions.

I think you just got lucky, as it’s supposed to be random, not based on photo upvotes. Photo upvotes only choose what photo is the main one for that stop/gym.
