First off, proximity to other Wayspots doesn’t matter; what matters if whether or not the nomination meets criteria.
First off, that’s just a rules sign, so that may be why this keeps getting rejected. It’s not the greatest sign to use for a park. ML most likely sees this as a generic rules sign, not a park sign.
Are you willing to share the full nominations that you have submitted? It would be helpful to see all of the nominations, and we may be able to offer advise on how to get the park itself approved.
This may be one that you have to appeal if unable to get past ML. I think ML like regular park name signs over other place markers, some of which you have already nominated and gotten approved.
Another thing to do is mention in the supporting info that the park doesn’t have a place name sign, so you are using another part of it as a place marker. This may help with it being marked as a duplicate. Even many of the parks that do have place name signs and are Wayspots have other place markers in the background, like playgrounds and sports areas, so noting in the supporting info that this park doesn’t have a place name sign could help.
There is already a sign for the park
So I would expect any submissions to be considered as duplicates.
This may not show as a Pokestop but if you go to the location and go to submit the map screen may show it ( make sure the toggle bottom left is switched on. )
If this is in the database, you can see it if you are at the location and turn the toggle on in the nomination map screen. Any live Wayspots that do not show in Pokemon Go will be red exclamation points that you can tap on for more information.
Edited to add an example and to be clear that this only works while you are there, not remotely.
Being too close is not a rejection reason.
I am really confused. This must be a nomination by someone else if yours was rejected? Is it your photo?
I think you are assuming what has happened when a submission does not appear as a pokestop.
You have several that because of the selection rules were not selected for inclusion in Pokemon Go because of the pogo selection rules.

Reviewers will see all of these when reviewing so it is highly likely to be considered a duplicate.
Ingress uses a 20m rule, so if Wayspots are within 20m radius of each other, only 1 will appear. If the Wayspot doesn’t show on the Intel map, it’s most likely within 20m of another.

It’s great that you have found something you can do together and enjoy.
However I have to be the bearer of bad news as your plan is not going to work.
First it is not about the number of POI in the level 14 cell but about the number of pokestops/gyms.
I have randomly assigned stop or gym to the poi in this picture so that I could see the level 17 cells that are accounted for.
I believe the swing set might also be a pokestop? ( haven’t checked in detail )
There are only 10 level 17 cells which means it’s 10 that is needed to get a 3rd gym in that cell. Sorry but that is not going to happen.
In addition trying to manipulate a particular stop to be a gym is also likely to get you a punishment.

Is there any chance of getting some support from the area just to the south? That cell is totally empty, 2 wayspots would give a gym.
Are you allowed to walk along the Vista path? The area around the north end of the Vista path is where you need to target your efforts. Marked in red box above. Close up below.
The South cell is just in that area and there are 2 adjacent level 17 cells. I have roughly marked out 2 areas in green and red, you want 1 in each cell. It’s a good area as there plenty space to safely stand.
I don’t live in the US so I have no idea what is and isn’t possible but here are some ideas
A little free library. These are good wayspots when they are on communal land.
Signs about keeping healthy through walking/ exercise. Distances and target times.
The green area has an entrance to another path. Could that have a sign information board? They are on street view as a commercial property either side. Any chance that either would allow a mural on their walls in that area? It could be a community project? The property to the north looks like they have been open to art work further up so they may be worth trying. The Storage place could have a mural of an RV - long shot.
Focus your efforts in that small area and talk to the appropriate officials.
If you get 2 in the different cells one will be a gym.
I am so sorry that we have overwhelmed you. Please check back from time to time if you are still interested to see if Scopely choses to give us a Wayfarer map. That will make all of this much simpler and less frustrating.

You are caught between the town planners and HOA where you live and the rules of wayfarer and Pokemon Go. Take time to focus on the playing aspect - that is where the fun is.
The various Wayspots you have created are making a big difference - we sometimes forget what things were like before.
You never know what changes might happen.
Sorry for the disappointment.
Do keep in mind that unused Wayspots do get used as Power Spots from time to time, so all is not completely lost on submitting new POIs that you may find here. I had one at a local park accepted back in April show up as a Power Spot from time to time last month, and I knew when submitting it wouldn’t be in PoGo as a stop/gym, as the L17 cell already had a gym in it.
Also, the Wayspots that are currently in Ingress may get used by players of that game, not just PoGo players in the area. Most of my approved Wayspots aren’t stops/gyms in PoGo, but do show up as portals in Ingress, so I’m happy to have helped those players out before the Spatial/Scopely split.
I don’t think anyone fully knows how gyms are determined other than the cell system. Yes, it’s likely that the oldest stops become gyms, but it also could be that the 2nd, 6th, and 20th become gyms. PoGo staff most likely are the only ones that truly know this, and most likely will never share it with players.
For instance, a L14 cell near me has 3 Wayspots that show up in PoGo. The 2nd Wayspot, which I submitted, became the gym in that cell, not the older stop. I also added the 3rd Wayspot, and knew it would become just a stop after checking the cells. This is just my experience, so I can’t confirm if this is how it works, but it’s possible.
It’s also possible to have stops/gyms that are close to each other, but are in separate L17 S2 cells. You could have some that are very close to each other, but they are on the boundary of 2 L17 cells, so they end up being within feet of each other.

As stated, there is no official process given by Niantic but a regular noticed process is that image votes have some bearing on the outcome. If no Votes have been placed or stops have matching amount of votes then it seems to be random.
Did you provide screenshots of the photos at the stops? Sometimes staff may need this evidence, even though they are able to see the photos.
Whenever I request a photo to be removed from a Wayspot because it doesn’t meet criteria (is blurry, has faces or license plates in it, etc), I make sure to take a screenshot from the game and provide so that staff know what photo to remove. If there are multiple photos that need to be removed, I may take a screenshot showing all of the photos, then highlight in some way which ones need removal.
It’s possible that there may be nothing wrong with the Wayspots, other than the wrong photos being added. If the photos are just of issue, then the Wayspots most likely won’t be removed, but the photos should be reported for removal.
For example, there’s a Wayspot in my city of a statue of St. Mary, on the grounds of St. Mary’s Catholic Cathedral. It’s a real statue, located just west of the rectory building, as I can see it on Google Street View. However, whoever submitted it decided to call it “Blurry Mary” and submit photos that are out of focus. Being it’s in a part of my city I don’t get up to often, it’s on my list to fix, and since it most likely is only in Ingress, I may have to wait until the Recon site is fully up and running before getting the 2 blurry photos removed and the title updated to accurately reflect the statue (there are several Mary statues on the grounds, which is why I haven’t submitted a title edit, as each is different).
Report the duplicates for removal.
I would do this as well, but wanted to be sure it was clear that this would not downgrade the gym. It might or might not get the submitter of the duplicates a warning for abuse.
Obviously, I don’t know the exact rules behind this but removing all but 1 of the duplicate images should only be seen as “cleaning the data” and not abuse.
I had not thought of it before but am I reading you comment right in that…
- Someone puts 7 duplicate images on the spot.
- Mates Vote on all of them (example 5 votes).
- It now has 35 votes on the stop.
- This is a factor when a new Gym is created.
- Delete the images, deletes the Votes, could be downgraded to Pokestop?
Personally, I would prefer “clean data” and move the Gym to the rightful wayspot but I don’t believe Niantic would do this.
I meant that the person who submitted the duplicates might get a warning for abuse, not the person who reported them. And that getting the photos removed would not change the gym status, since the choice of gyms that had been promoted was the complaint being addressed. Thank you for letting me know this could be read any other way.
A post on the previous forum indicated that Niantic considers trying to manipulate which becomes the gym as abuse. So I don’t even want to talk about what might promote or demote a gym.
If reporting the duplicate images won’t demote the gym, then what’s the point?
They still get to keep the gyms.
This is like someone robbing a bank, netting $1 million, gets reported, gets caught by the police, serves their time and still gets to keep the $1 million when they get out of prison.
