It is currently located on private residential property. This situation is causing ongoing conflict, as the homeowners feel disturbed by the presence of outsiders. Furthermore, physical access to the location is impossible without trespassing, which violates Niantic’s security guidelines. I would appreciate it if the Gym could be relocated to a nearby public space or, failing that, removed to avoid further issues with the local community.

No it doesn’t. The rules tell you to obey the law. If you have to trespass to get to a Gym, then that Gym is just not for you. Physical access is possible for people who live in that gated community and the people they allow in.
You can’t relocate an object to a place it’s not located at, and if it’s in a communal area, it doesn’t have to be removed.
This is not how it works. You don’t need to interact with all waypoints.
With the Co-Ords you passed earlier you could reach it from “Calle 16” but I don’t see a wayspot there.
From the wayspot I see I don’t think you can reach it but that does not break any wayfarer rules.

Just because you cannot access all wayspots does not mean they aren’t eligible and please do not trespass as you know that is against the rules

You can move into the gated community yourself, or make a friend who lives there and who can invite you in, but those are your only options, I’m afraid.

If nobody outside the gated community can reach it, and nobody inside the gated community plays Pokemon Go, then the gym should be empty. If there’s someone in it, then either:
1: it can be reached from outside the gated community, or
2: people inside the gated community do play Pokemon Go.
Please let the homeowners who are disturbed know that they can request that Niantic remove this game location with a property owner request. With proper credentials, Niantic will comply.

Maybe nobody plays there right now but doesn’t mean there won’t ever be.
I created lots of Wayspots at a holiday “village” a few years back on my first trip there. A plaque, a decommissioned postbox, a disused church and various other items that remained from when it used to be a school/village that people lived in the whole time.
Nobody played there. Yet now when I go back, all the gyms are full and (non-Scopely) the Portals are all deployed to. A bit of a “build it and they will come” case? So I always think when making Wayspots that someone may want to play there in future and they’ll be happy there are location that allow them to do it when they open their app.
You can now report a wayspot using the new Niantic Map that came out today
You shouldnt report eligible wayspot just because you cant access it. Other people can use it, even if there is none now, someone might in future.
