For posterity, i would not use an upgrade on this. This appears to be at the edge of a driveway that is probably a single family home. That makes it ineligible. An upgrade would be a waste.

Not sure if this image changes your perspective or not. About 5 houses away is a little library that is a poi in game and the reasoning I thought this nomination would be a slam dunk. update: the nomination was declined. I appealed and this morning around 3am, it was reversed and accepted. Around 11am it showed up as a pokestop. Thanks for the help, you know who you are!
