I have this written up for when I see a wheresmypokestop question. I know the in-game prompt tells you that you are submitting a “Pokestop” but you are actually submitting a Wayspot to the database. The Web Submit form does use the word “wayspot” instead. The Wayspot can only become a Pokestop or gym if it is alone in a level 17 S2 cell. There is nothing you can do if the locarion is already correct. Basically niantic pick one wayspot per cell as pokestop/gym. And then niantic use other unused wayspot in the same cell as powerspot (its observed that minimum distance of 22m is required)

As said there is nothing to be done.

In fact it really should have been considered a duplicate of the established pokestop as that is also for the football field.
If you have not already done so please learn about the significance of how cells are used in determining pokestop/gyms
