We are trying our best to create a gym at the the center of the city and have been nominating legitimately but no gym has been created and we don’t understand there’s more than 20 pokestops around the center.
Maybe you can assess our area and point out where it’s likely to have a gym or teach us how like what to use.

The most gyms you can create through Wayfarer in an L14 S2 cell is 3. You can’t create more than that. That L14 cell has lots and lots of Wayspots. Personally, I also like having as many Pokestops and Power Spots as possible, so I would keep submitting eligible finds. But if you have 3 gyms and that is your only goal, yes, you can stop.
At this point in time specifically for gyms, that’s correct.
But! Waypoints also get used for power spots in Pokémon Go and more stuff in other games. More waypoints mean potential for more stuff in the future and if any currently used waypoints in pogo get removed for some reason, having additional approved waypoints could mean a new Poké-thing appears to replace it almost immediately.
You need to learn how s2 cell works. Depending on location , its possible that cell next to it still have less than 20 wayspots /3 gyms. So even though that particular cell ald have 3 gyms, the surrounding cells might still able to get additional gym.
And where can you see these cells and I also want to know what’s the scope of an area.
There are a variety of tools and websites you can search up to use to see S2 cells. Level 17 and 14 are the two levels you need to know about for pokestops and gyms. I think there’s some restrictions on what the admin like us to talk about regarding that so that’s why we’re all a little vague

There are community made plugins to help its use, and if you join the wayfarer discussion discord the community there will assist. You can google the unofficial wayfarer tools.
