I have this written up for when I see a wheresmypokestop question. I know the prompt tells you that you are submitting a “Pokestop” but you are actually submitting a Wayspot to the database. The Wayspot can only become a Pokestop or gym if it is alone in a level 17 S2 cell. The S2 cell use has not been officially confirmed as far as I am aware, but staff has acknowledged there is an additional step after acceptance. To add to this, gyms are decided in Level 14 cells. Each level 14 cell contains 64 Level 17 cells, so up to 64 PoI in Pokemon GO, with a maximum of 3 gyms per L14 S2 cell. The number of PoIs determines the number of Gyms in Pokemon GO:

• 2-5 Wayspots - 1 gym
• 6-19 Wayspots - 2 gyms
• 20+ Wayspots - 3 gyms

The wording that describes the orange ! marks on the submission screen can be very confusing.

It actually means these are eligible to be used but have not met the inclusion/selection rules for Pokémon Go to be a pokestop or gym. It might meet the rules for use as a powerspot.

Do read the information in the other post about selection and when you get a gym.
