Wayfarer is not responsible for which of the approved wayspots become Gyms.
This is the decision of the Pokémon Go game developers.
The company do not discuss the process, but over time the community has observed what happens.

Effectively it’s a programme that runs against set logic.
This means unfortunately there is nothing you can do to change this pokestop into a gym by asking.
When the level 14 cell that this is in reaches 20 pokestops/gyms a 3rd gym should be created.
Dynamax Powerspots are not stopping the creation of any Pokestops or Gyms.
Looking at the map it seems that you do have a lot of wayspots that are ineligible to become Pokestops or Gyms due to being in occupied S2 L17 cells. This is why you have lots of Dynamax Powerposts.
The S2 L14 cell does contain 2 Gyms (+ 11 Pokestops) which is as expected. The Gyms which seem to be selected at random (or at least partly random) do seem to be on the East Side of the cell so it does seem the rest of the cell is empty of them.

To create another Gym you will need 7 more wayspots in Empty L17 Cells. Even then you can not select which will become the Gym.
Instead of just complaining about the lack of Gyms, I recommend you first look into the rules for how Gyms are actually created, as others have suggested in the comments.
Once you’ve reviewed those rules, you’ll need to create 7 more Wayspots (assuming there are no sponsored spot like 7-Eleven nearby).
I’m not entirely sure if the number of “Likes” still determines which Wayspot converts into a Gym, but for the one I created recently, it was indeed the number of “Likes” that triggered the Gym creation.
