The most gyms you can create through Wayfarer in an L14 S2 cell is 3. You can’t create more than that. That L14 cell has lots and lots of Wayspots. You need to learn how s2 cell works. Depending on location , its possible that cell next to it still have less than 20 wayspots /3 gyms. So even though that particular cell ald have 3 gyms, the surrounding cells might still able to get additional gym.

And where can you see these cells and I also want to know what’s the scope of an area.
