The coordinates you’ve provided appear to be in the middle of a roundabout. In order for objects in the middle of roundabouts to be eligible, there needs to be a clearly defined safe crossing point to the centre of the roundabout, which does not appear to be the case here. Without the crossing point, Niantic deems such areas to have no safe pedestrian access, and that will be why it was removed.
