I do not think this will be reinstated. The nomination is in a large traffic roundabout. The roundabout does not appear to have marked pedestrian access. So unfortunately this is not eligible to be a wayspot in Niantic games.
Is there safe access? From a quick glance over the location the statue seems to be in the middle of a roundabout and it seems busy with traffic in all the images I looked at so it may be a valid removal.
This is safe for access and have a middle road for checkpoint. This is good place for waiting and meetpoint.
This is a contentious one. Whilst the roundabout itself has safe access, getting to the roundabout is the issue. I do notice that the road has a combination of tarmac and other materials which may indicate that pedestrians may have the right of way, but it’s a difficult one to assess without having the local knowledge of priority on certain parts of the road. That aside, I would be erring on the side of caution and say that it’s not safe to get to, even though there is a safe place to stand when you get there.
