Let me be clear that I don’t understand your particular nomination nor region it may be from (nor am I asking you to dox yourself any more), but think about it in this way.
I have family I visit in rural Indiana (farmland of the US) where we will visit old family cemeteries. These are protected plots of land that can’t be farmed or developed but also don’t have to be maintained. It’s often no more than a few dozen grave stones, some merely marked “Baby.” They may or may not be on private single family residential property or farmland. But I don’t think these are “great” places to “encourage” phone gameplay. Not because of the active mourning, but because damage that could be done to some of these markers if not careful.
I’m not saying this exactly applies to your candidate, but just because it might not have active mourning might not make it less sensitive.

Art might be more likely. An angel, cross, Bible, Jesus at Gesthename, young woman with flowers, something.
Check Findagrave.com. It might give interesting info on the cemetery. And you can figure out the last burial. (On the wild chance it’s not in there, you could do descendants a big favor by creating it.)
There’s often a veterans monument type thing not connected to a specific burial.
Don’t bother appealing anything cemetery related. They are probably processed by contractors in India, who have a script that says, no cemeteries. Cultural nuance is not understood.
