I live near a border, and a large number of my review nominations are from the neighboring country. Since I’m not familiar with that area or the language, reviewing them accurately is difficult.
Is this expected behavior, and is there any way to reduce how many reviews I receive from the neighboring country and if I skip too many would there be a problem?

It is expected behaviour. You have three review areas - your home location and your bonus location, both of which you can set on the wayfarer website, and the area where you most recently played Pokémon Go. These areas are all effectively really big boxes on the map that will sometimes extend across borders. This is especially prevalent on continents with lots of countries packed fairly close together.
You can skip nominations if you don’t feel comfortable reviewing them, but you are expected to treat foreign language nominations like any other nomination. People will often use Google Translate or other translation software to help them if they get foreign nominations. Most browsers these days have a single button that you can tap or click to automatically translate any foreign text on the page into your preferred language.
Building off of what @hankwolfman said, If you come across a nomination that you cannot translate for any reason, or don’t fully understand even after a translation, it is completely viable to mark 1 or more criteria as “I Don’t Know” instead of skipping the nomination altogether. This can save you from being on a skip cooldown as well.
