Is changing identity and/or the possibility, that someone inside is a Emily but born under false flag, significant enough to take it in?

Anyone can be Emily. The statistics are for Emily. If you believe the statistics are wrong about the percentage of Emily, you can adjust them as you see appropriate.

Helpchat doesn’t review nominations in the typical sense, so it wouldn’t change anything.

If we’re considering evaluating whether a pin should be moved, or a wayspot removed, as reviews, then I still don’t believe it has a significant impact as I don’t believe helpchat is US-based, so the statistics for Emily are much lower.

There is at least one Niantic employee reviewing reports who uses Emelia, but even if we were to call that “close enough” it opens up a whole can of worms around whether that’s an “Americanized customer support name” or a name they actually want people to use for them.
