Any time I hit create pokéstop and I go to wayfarer, I sign in but don’t see any way to create a pokéstop. At first it said to complete tutorial, but now it doesn’t even say that, it just has no option to create one, only review. Please help lol

You’ve done what is considered the tutorial now. All you need to do is close and reload Pokémon Go, then go to the Uploads section in the in game settings menu, and the button should now work.

There are 2 base requirements in order to submit a nomination. 1. Be Level 37 or higher. 2. Complete the tutorial. If you have reached Level 37 and the tutorial isn’t available (either as a button or a link), I don’t know if it’s worth going to https://wayfarer.nianticlabs.com and seeing if logging in triggers the training.
