I would personally hate to be reviewing knowing I wasn’t doing a good job on the scale provided, and that my reviews weren’t counting for much as a result
That’s why I hate reviewing 
. However, without reviewing them, I wouldn’t be able to combat violations. If there were more conscientious reviewers in my country, and my vote coincided with theirs, then I would save a lot of time spent on writing evidence in support.
If you don’t like something, just don’t do it. This is the way most people live.
