I am having issues getting this mural approved. Can I get a second look into this?

I would probably submit it again, don’t call it a mural. Don’t upgrade it. It would probably have a better chance with locals.

Be honest about what it is. A collage of local children and residents enjoying what Arlington has to offer, from activities to food. Talk about the uniqueness of this collage taking photographs from local events. The nice thing about these is Applebee’s does get local photos, they are not mass produced. I would put these in the same catagory as the Firehouse Subs Murals.

When you start hiding the fact that it’s a wallpaper inside an Applebee’s people start to think even subconsciously that you might be hiding more information than even you have presented.

I’m a UK reviewer, I would personally reject it as generic business or private property as not necessarily accessible 24/7.

Although from a submission point of view i would also appeal that decision if it was me that has submitted it and let someone from niantic make the call.

There is no rule anywhere against ‘private property,’ only against single-family private residential property.

Similarly, no rule exists regarding 24-hour access.

We are meant to all be working from the same rule book, whether nominating, reviewing, or fielding appeals at Niantic.

It might be wiser to skip things in review if you feel a personal bias against them while they are in compliance with the guidelines.

From a global standpoint, the accessibility and private property is not an appropriate rejection reason. Private property is tied to residential property and even then not across all housing.

Generic business is debatable but really should only be used on a business itself, not art which may be considered on its own merit.

Niantic expects us to be able to make calls on most issues, especially when already directed by their published guidance.
