I think I would have accepted this in review, but at first glance, it just appears to be a section of pathway with rails, and some reviewers don’t give more than a quick glance. The photo doesn’t have to be all the way down at the water to help show this is a bridge, although that is a beautiful angle if you can get there. I have taken many footbridge photos from just a few steps to the side to make it clear that they cross over something and are actually a bridge. I can’t find one I made that is visually similar to yours, but here is one that shows what I am suggesting.

That’s a really beautiful picture! I think anything to give the sense that it isn’t just a road with a fence on either side can help - because like you say, that’s what it looks like at first glance
I would have accepted this as well by the way, in case I’m coming across as too negative. I’m making comments with reviewers in mind who judge based only on the picture within 2 seconds which is sadly common
