Keep in mind that emergency services should not be interrupted. Art in a hospital waiting area is OK, the entrance to an ER clinic is not. Government buildings are OK, but outside of police stations are not.
Imagine if 100 people visited all at once. That’s an obstacle for emergency vehicles and could put someone’s life in danger. I’d reject the submission for that reason.
Try getting a photo inside the building or public areas, or of benches or gardens outside the facility.
