The āAbuseā rejection narrative can be flagged for a nomination for any of the following reasons
* The photo is not yours (e.g., taken from streetview, found on another website)
* The text itself is abusive
* The nomination is controversial and likely to be offensive (e.g., a mural of terrorists)
* Another nomination was abusive and all of yours have been flagged as a consequence
* The wayspot location pin is misplaced
* The wayspot is deliberately misrepresented (e..g., on school property but pretending it isnāt)
* (there may be others)

The reviewers might have flagged your nomination for abuse that could be for a couple reasons.
misplacement of the location for example. @salixsorbus has mentioned all of them
Also, is this mural not on single family private property

The phrasing of the abuse rejection is awful - ignore the words used.
Is it possible that it is on the exterior wall of a single-family private-residential property, but you misrepresented it as being on something else (like an apartment or a business)?
If you post the details of the submission, it may be possible to identify what was flagged - title, description, supporting text, both images, location (found below the images in the submission receipt email).
We have been told by staff that this is just the string that shows on the contributions page when abuse is flagged. It often is not about the text. The separate email you got is supposed to explain this flag, but it does a very poor job of it in this case. The nomination āMural Madre e Hijaā has something they consider a āgeneric very low severity offenseā. The actual issue is probably something that others have suggested.
