The nomination on screen wasnt placed exactly how it is irl and it should be in the cell closet possible, at least that’s what i saw based on my gps it is mostly beetween cells but more on the one that doesn’t have pokestop. I hope it will be moved to new cell or i can make it more accurate to irl.
If the location is accurate and reflects the POI itself, then no attempt should be made to move it.
If the correct location is less than 10m away, you can request this through Pokemon Go
Cells are irrelevant to Wayfarer - an object like this doesn’t have much choice of location, only a meter here or there.
If the correct location is more than 10m away, you need to use Niantic Wayfarer
