We know that graves and cemeteries are generally ineligible POIs and should be denied as “sensitive locations” however a clarification has been made on these:
“Sensitive locations such as funeral homes, burial grounds, cemeteries, and graveyards should generally be avoided out of respect, but gravestones belonging to historical figures or significant community figures can be eligible if the nominator provides evidence for their historical importance.”

I recently made this nomination and it was rejected as sensitive location. See screenshots of nomination description, supporting information, and screen clips from the links in the supporting information.
I think I have shown Dr. Smith was a significant community member, making this nomination an eligible POI according to Niantic’s own clarification posted on this site.
However, my recent appeal was rejected. The appeals response indicates that the appeals reviewers did not read or consider Niantic’s own policy and clarification on such nominations. I ask that the appeal rejection be reconsidered and this nomination approved based upon Niantic’s own policies and the evidence of this person’s significance included in the nomination.
