So there are 39 info boards in our center town as part of a historical tourist route and I want to submit every of them. Some are already existing and some even in Pokémon Go. But how do I edit the ones that are not in game?

Using informed guessing 
You could try using either help - the orange bubble that appears bottom right when you open the help tab on the wayfarer site.
Or perhaps this form that allows for modifications of wayspots. ( don’t worry about property owner etc or the auto email that comes back I will go to a human to review it) With this you should be able to submit in one group the ones needing a change.
There is no guarantee that the changes will be made.
So I got an answer and it’s the boring text of “Pokémon go players who reached level 35 can” blablabla. So if they’re not doing something in the background still it looks bad for my idea
