Assuming the details are correct, there isn’t anything in the same cell from what I can see. It may be a case of the location being blocked, but not 100% sure.

How long ago was this approved? There is a (usually) daily sync where accepted Wayspots are added to Pokemon Go and then Ingress a little later. If there is nothing else in the L17 S2 cell, then it could just have missed today’s sync.
I use iitc with pogotools overlay to check S2 cells. iitc is a map of portals, so won’t show all Wayspots, but is the best tool I know of currently to check S2 cells.

It is also possible that reviewers moved the Wayspot during voting and put it inside the 20m radius of this portal
There is a map for developers which I do not have access to, but someone can check and see if that is what has happened. It appears that the T-shirt store is north of the coordinates you gave on Street View.
That would also put it in the same L17 S2 cell as this Wayspot, so it would not show in Pokemon Go, either.
I checked on Ingress Intel Map. I’m not the best person to explain how to check. I can check on Scanniverse, but can’t do it right now.
Oh if you want to verify the pin was moved yourself, you can go to the location in person and start a nomination with the toggle on. Wayspots that aren’t showing in Pokemon Go will appear as an exclamation point like this
so you can see where the Wayspot went live.

It was indeed moved to its correct location during review.
The red pin is the coordinates you gave and you can see it just further along.
Street view shows the mural at the revised location.
The yellow cross is its position.
It is within 20m of the other mural so won’t show in Ingress and it is in the same S2 level 17 cell so won’t be selected for Pokémon Go.
