Also this is not part of the critieria! So doesnt need to be considered. Especially since this is only relevant to 1 game, and currently, all the games use the same PoIs.

Parents may not like players raiding but there is nothing illegal about it anyway. Playground is accesible to public

I think this is a case of think about the specific circumstances.
Some of these are just weather resistant playgrounds ( fancy phrase of the day 
). We are not sensible in the U.K. to provide protection from the elements at playgrounds,
However some have the parents remaining so just like a playground.
Others allow or are specifically for parents to leave and in effect become childcare places so rejectable.
It’s not easy to tell which is which.
