Schools/daycares/childcare facilities for children under 18 are not eligible to be Wayspots. If you see a school is a Wayspot you should report it for removal. Nominations should follow the Niantic guidelines, not what is already in the game.
The categories do not indicate eligibility. I think they help identify the Wayspots for other users of Niantic’s Lightship database besides game players. Even a famous You-Tuber misunderstood this in his video.
Niantic doesn’t want players on school/daycare/childcare center grounds, as they would most likely be seen as strangers, and even if not, a danger to the children being cared for. Many of these places required those that do not attend or work there to register and have a valid reason as to why they should be allowed there. If not, next thing you know, the player might have to speak to the police, be it a school resource officer (SRO) or a patrol officer in the community. Trust me, I worked at an afterschool program at a school once, and we had a list of people NOT to let some of our kids go home with, such as an abusive parent.
So, schools/daycares/childcare centers for those under 18 are ineligible locations for the safety of the children at those locations, but also to make sure nothing bad happens to the players. If you do find Wayspots at schools, you can certainly request their removal for being on school grounds.
Colégio were also importated to Brazil recently, and as in your situation they are aimed at people below 18 and not eligible according to wayfarer criteria.
