The S2 cells are used to prevent a small area from having lots of pokestops. It ensures that pokestops are spread around so that people have to walk between them, rather than sitting in one spot and being able to spin lots of things.
The cell boundaries are below. If there is something eligible and legitimately at the back of the building (the eastern edge), this would be in an empty cell. Placing something there that isn’t actually at the back of the building would be abuse.

İBB Basın Yayın ve Halkla İlişkiler Daire Başkanlığı is in the same L17 S2 cell as the pokestop Dinlenme Alanı . Another Wayspot is in that same L17 S2 cell, İBB Dr. Enver Ören Kültür Merkezi . That one has a couple of photos for it, probably indicating it was submitted a couple of times and marked as duplicate.

What you see in the game shouldn’t be used as a guide, because sometimes things get accepted that shouldn’t. Sometimes there is a story behind something that makes it eligible even if you cannot see what that is.
If an individual tree, with no plaque and nothing to make it distinct, is accepted and visible, you could post the location and see if anyone can explain why it exists (or confirm that it should be removed).
To be clear categories are not eligibility. It is frustrating that they are included because they confuse people.

The “categories” have nothing to do with being eligible. They are for data purposes only and I wish they would remove that from the submission process, since you are not the only one to be confused by that. Hospitals are not eligible themselves but Objects at hospitals can be eligible. At my local hospital there is an indoor waterfall feature and other art pieces around some of the waiting rooms.
But you must stay away from nominating anything near the Emergency ward of the hospital. There is a Rejection that is for blocking emergency services.
Adding that transportation near a potential wayspot adds nothing to your nomination.

From the photo it appears that these are unique store fronts / restaurants. You would need to pick the one(s) you think best meet eligibility and nominate them. Both stores and restaurants can be accepted, but it can take some effort. So I’d suggest picking one and sharing it by itself on a new thread and we can help work on it together.
Malls or shopping centers can be nominated as a whole. But I don’t think that is what this is?

If you want rejected submissions to be reviewed, then they need to be appealed through wayfarer. It is often better to post in these forums to get feedback, as you have done, as the details can be improved and resubmitted.
