If a little free library is on the sidewalk on the grass, can it be a waypoint?

It depends. Sometimes that space is still part of SFPRP (single family private residential property) and a LFL on it would not be eligible. SFPRP can extend all the way to the edge of the roadside in some places.

Little Free Libraries (LFL) can be eligible for nomination, but their location is critical to whether they can be accepted. Little Free Libraries with safe access on sidewalks outside of apartment buildings or on municipal or communal property are eligible.
