I would use one of the forms linked at the top here, and report this, with links to evidence of the renovation. I used this one to report a repurposed soccer field yesterday, and had it removed within two hours. (Your results may vary, especially with a larger request.)
The two awkward things about using the form for me are that the removal options don’t match what I am trying to do. Just pick something so that you can advance to the next box. Then tell them what the actual issue is where you get a chance to write.
The other issue is that the automated email to acknowledge receipt of the request will usually ask for your credentials, even if you have said you are not the property owner/manager. Do not reply to that email.
If they don’t remove the Wayspots reported, you can add current photos. If the photos are rejected, you can appeal with evidence of the renovation. If the photos are accepted, you thumbs up the current photo (and ask friends to help) until it becomes the main photo. You can also ask help chat to remove the old photos at Niantic Wayfarer, but sometimes it is a nice little history lesson to leave the old photos. I would not go to any effort with the photos, though, until you see what they remove.
As for any remaining or new individual disc golf basket/tee Wayspots, I find that if I use the “Reporting Abuse” form linked at the top, Niantic will remove the game location, but will not remove the Wayspot. I have told them this is a bad idea, and write this at the end of my reports:
I don’t think any intentional abuse was committed, just a misunderstanding of criteria. When people see these live, they tend to submit more of them, which is why I think it is so important to report them for removal.
In my opinion, the Wayspot should be removed, not just the game location, because reviewers will continue to see these as live Wayspots if left in the database, and continue to believe they are eligible. Also, and even worse, Wayspots that are not used for permanent Pokemon Go locations can become PowerSpots. With forty people per Gigantamax lobby, this would be even more disruptive than a Pokestop or gym location.
