There is a larger area with no Pokestops near me. On the Wayfarer website there are two location that are marked “community contributed” but neither of these location are on the Pokémon Go map. These two locations appear to be at least 5 years old and I did not submit these. I resubmitted the area for a Pokestop location and it was denied. Is there a way to have an old submission reviewed again, or a path to get a Pokestop in the area? Again there are no pokestops or gyms in the area, my assumption is the review was denied based on a duplicate entry, but it is not an actual stop in game .

If there are no pokestops or gyms showing up anywhere near these wayspot locations, then it is possible that they have been disabled for Pokemon Go. This is done either by an area being geo-blocked or specific wayspots being flagged to not show. By keeping the wayspots, this helps to prevent replacement submissions being accepted..
You should be able to see a reason why your nomination was rejected. Your nomination of a Wayspot will be rejected if it is the duplicate of another Wayspot, even if that Wayspot does not exist in Pokémon GO.
What are the criteria for an area to be geo-blocked? Is there a way to know what is the cause for these to not show up, an possible appeal it?
Generally no. If you post the location, Niantic staff may comment to confirm that there is a block on the area, to say that everything is working OK or that there is an issue which they need to resolve.
The reason for blocks is not normally given, but can reasonably be assumed to be that a property owner has requested it.
All the property owner has to do is ask Niantic through a form. I don’t mention that option until after I have checked the S2 cells when I try to answer wheresmypokestop questions.
