Memorial flags that are placed on telephone poles are getting accepted and denied. i have done several edits for them as well. consistency here is terrible.

i would think that bringing awareness to local heroes of local communities would be something that these games would strive for.
There is no specific clarification on these, but the ruling on memorials still applies. The other concern would be permanence.
I typically see these as not being permanent, as they can be replaced with a different banner at anytime. Many cities change out these banners, depending on what’s happening or the seasons
Unless you can prove that they are permanent, and you provide context as to why the person was important to the community, it’s likely they’ll continue to be rejected.
