My claim has been denied so please advise

I applied because I believe this place is a historic site (ancient burial mound) and has historical value. However, the reviewers rejected it, and the appeal was also rejected. I would like some advice on what the problem was. This is a historic site (ancient burial mound) and is a cultural asset that is introduced on the city’s website. (URL → https://www.city.kani.lg.jp/3533.htm>) 1) The reason for denying the application was that it was deemed to be a “natural topography.” 2) There are no signs indicating the name. 3) Local volunteers maintain the area by mowing the grass. 4) Access is from the footpath on the west side. The east side is surrounded by private property.

I think since this is the only of the three tumuli that is not designated a historical site and the only one without a plaque installed this is a difficult submission. Perhaps the city/ history museum would be willing to install a plaque

I’ve had similar issues with other historical mounds of dirt that don’t have a sign, one got through on appeal and one was rejected on appeal.

It looks to me that this is potentially valid. A sign is a better anchor, but it shouldn’t be essential. Perhaps you could try submitting again, but make sure you include all the relevant references in the supporting text.
