There are different types of utility boxes around the world, so while it may be uncommon for one to be near a house or building to you, it’s very common in other parts of the world. In the US, we have utility boxes near buildings, even right in front of houses. In other places, some may be on poles and higher up, especially if the wiring is on the poles (they’re mostly buried underground where I live).
We are to use our best judgment when reviewing, and I think you did this in this case. From the evidence found, it seems as though the pin was misplaced for the location, so an appeal may be rejected as well if this is the case @duongnghia184.
It is up to the gps signal also. You just cant decide it is a abuse and give me warning for my pokemon account like that. please remove the account warning then i will resubmit that pokestop again. I want to submit more pokestop nomination for po go VN so that more players can enjoy the game. My house is not even close to that pokestop (500m away)

In regards to misplaced pins then GPS is only used to to get you to the area, you then move the pin on the map to make it exact.
You then have the option to check the details in Wayfarer and withdraw the nomination if you find you have made an error.
Staff have looked in to this as it is them that have given the warning, they have decided that the misplacement was to “game the system”.
Are you aware of the S2 Cell system? Do you know if there was another stop / gym in the cell where this nomination should have been? This could be seen as trying to place in to an empty cell.
Have you had any previous warnings?
If what you say is correct and you show the video evidence (suggest also using GPSCameraApp to take a still showing gps cords). You cant expect other to find your nomination when its so far apart. I hope you will learn from this. Moving forward, as long you dont make such mistake again in future for 1 year, the strike will be gone. You can also appeal, explaining everything and hope for the best, but i wont bet on it.
No thanks. Let the game decide its fate. It is ridicolous to get 1 strike because of gps signal issue. I dont get any benefit from this contribution instead a warning: fake and abuse action which i did not do.

I dont need to choose any from your recommendations. An application/game which dont have process for clearing the incident of user/ player, dont need to have contributions from users/players
Its not gps signal issue. You can decide wayspot placement BEFORE you submit. Its submitter job to check placement before submission. If you dont check wayspot placement and just submit anyhow, its submitter’s fault. We have enough people missplacing wayspot submission (myself included - i got my suspension because of submission missplacement) But as you said let game decide its fate.

As others have noted, it’s on the submitter to make sure all info for a nomination is accurate. You can always check nominations after submitting in Contribution Management, and if there is an issue with the location/photos, you can withdraw nominations before they go into voting. If there is an issue with any of the text, such as the title or description, you can edit any of the text before voting. I always check my nominations soon after uploading to make sure they are accurate, and if I feel the text needs some editing, will do so, and if I feel that there might be an issue with the location and/or photos, I withdraw.
You have been given a lot of good info on how to improve, and we do hope that you take the info and use it to become a better Wayfinder. And again, you have the option to appeal the warning/ban, and if staff has any other info, they may DM you.
Sorry, but what do you mean by sending the management back? I think there may be an issue with the translation, but I don’t have any management that manages my nominations, just myself.
Being you are using Spanish, I don’t think you’ll see many nomination from Vietnam, which is where this one was from. You do have to set your home/bonus locations in order ot get reviews for nominations in the area that you’re in, and more info can be found here:

You cannot change your home location once set. Bonus location can be changed from time to time, usually every quarter of the year.
